Players first execute all actions of phase 1 for the current track card, then all
players execute actions in phase 2 and finally all players execute all actions
belonging in phase 3.
- In phase 1: warning sign the current track card takes effect
- In phase 2: maneuvering players accelerate and brake their cars
- In phase 3: overtaking all cars are trying to overtake each other
